Remove base_export.h

This mucked up all the formatting alignment, but I'm going to leave it wrong in
this CL and then globally clang-format in the next one to keep the changes
separate.

GN is a meta-build system that generates build files for Ninja.

Get started with:

git clone https://gn.googlesource.com/gn
cd gn
python build/gen.py
ninja -C out
