Revert "Switch to VS 2017 15.7.1 with 10.0.17134.0 SDK"

This reverts commit 5a7f3c442684be5eeb244b904bbfc8e6edaf6fda.

Reason for revert: this breaks v8's VC++ goma builds, reverting until
goma is updated to support this compiler
